Yes there are size and height requirements for costumes. But there is the hair salon place that does hair and makeup for little girls to princess them up…that probably just requires cosmetology license.
You’d have to attend an audition, and they’ll judge you. But you should probably be dressed up, and be a decent actress/actor since they want you to make yourself believable as the character. Your appearance will probably make a difference too, and how you handle kids.
